The Site is located within the administrative boundary of Tonbridge & Malling Borough Council (TMBC). The Site has predominantly been used for purposes falling within Use Class B2, in line with the Aylesford Newsprint Works, the operation of which ceased in 2015. Full planning permission was approved (Ref: 17/00493/FLEA) in 2017, for demolition and site clearance works of all buildings and structures on the site down to slab level (with the exception of the borewell pump-houses, substations, and the security office). The demolition works have started and are expected to be completed by the end of 2018.
An outline application (Ref: 16/03025/OAEA) was submitted on 06 October 2016: “Outline Application for mixed use development comprising up to 120,500 sq m of B1, B2 and B8 employment space (GEA) and 79,000 sq m of residential land capable of accommodating up to 450 residential dwellings, including affordable housing, land for a two form entry school and a dedicated community facility, with appearance and landscaping reserved for future consideration.” The application was due for determination at TMBC’s Area 3 Planning Committee on 07 June 2018, but was withdrawn in advance, as it was recommended for refusal by TMBC on the following grounds:

- Highway Impact on following junctions: A20/Coldharbour Lane, A20/Hermitage Lane, A20/Mills Road/Hall Road and M20 Junction 4
- Flood Risk
- Noise and Air Quality
- Odour Issues
